Abstract & Transcript

U.S. Representative from New York (January 3, 1989-January 3, 2021)

Nita M. Lowey served in the U.S. House of Representatives for 32 years. Before coming to Congress, Lowey worked in the New York state government amassing political experience, learning the value of working with people on both sides of the aisle, and building relationships and name recognition throughout New York City. In this oral history, Lowey recalls how her Jewish faith and mother’s influence cultivated her social activism. Encouraged to run for political office in 1988 as the next step in her path of public service, Lowey describes her first congressional campaign and the important part her family played in helping her win a seat representing New York’s northern suburbs and portions of Queens and the Bronx in the 101st Congress (1989–1991).

Once in the U.S. House, Lowey soon secured a spot on the powerful Appropriations Committee. She explains how Appropriations allowed her to tackle many policy issues, including increased funding for women’s health care and fostering a strong relationship between the United States and Israel. Lowey made history in 2019 when she became the first woman to chair the Appropriations Committee. Her term as chair coincided with the COVID-19 global pandemic that caused numerous legislative and logistical obstacles. Lowey witnessed many historic events during her tenure, and describes her memories of September 11, 2001, and the devastating impact the terrorist attacks had on her constituents. Lowey expresses deep appreciation for her staff, recalling their work preparing for hearings and managing her busy legislative schedule. The New York Representative also discusses the bonds she formed with women colleagues and offers background on her friendship with Speaker Nancy Pelosi of California and Congresswoman Rosa DeLauro of Connecticut—the three women were dubbed “DeLoSi” because of their close ties in the House and their service on the Appropriations Committee. Throughout three decades on the Hill, Lowey balanced foreign policy and national interests with issues that directly affected her district. She describes how one of her most meaningful bills—a measure mandating simplified food labeling—originated from constituents who shared concerns about buying products for people with food allergies. In describing her reasons for retirement at the end of the 116th Congress (2019–2021), Lowey reflects on the value of the institution and public service.
