Description
In 1977,
Don Edwards, chairman of the Judiciary Committee’s Subcommittee on Civil and Constitutional Rights, introduced this joint resolution. It called for an amendment to the Constitution to grant citizens of the District of Columbia full representation in Congress. With no Senators, Washington, DC, was represented in the House by a nonvoting Delegate first in the 1870s, and since 1971 when the District of Columbia Delegate Act reinstated the position. The amendment passed the House on March 2, 1978, and then the Senate in August. The amendment failed to meet the requirement of approval by three-fourths of the states within seven years and was never ratified.
