Lewis Deschler, House Parliamentarian, peruses Volume 8 of Cannon’s Precedents of the House of Representatives of the United States. Deschler’s command of precedents and rules was legendary. With his knowledge, the House used an unusual maneuver to circumvent the obstructionist Rules Committee—clearing the path for Alaskan and Hawaiian statehood in 1959.
