Established in 1919, the Little Congress was an association of secretaries and clerks in the House and Senate, intended to encourage a sense of community among staff who hailed from all over the country. This membership card dates from the mid-1930s, by which time the organization had changed from a convivial group created to provide public speaking opportunities to a highly-charged political organization.
