Description
Congress considered sovereignty of the Philippine Islands, a U.S. territory since 1899, during the 72nd Congress. This resolution submitted by the Philippines’ legislature petitioned the United States to “declare and recognize the independence of the Philippine Islands.” Secretary of War Patrick J. Hurley delivered this resolution to President Herbert Hoover and Congress after a visit to investigate conditions on the islands.
