Garrett of Tennessee; superintendent of public instruction, Dyer County, Tenn.; assistant postmaster, United States House of Representatives, circa 1911–1920; elected Postmaster of the United States House of Representatives to the Seventy-second and to the seven succeeding Congresses (December 7, 1931–January 3, 1947); minority staff, United States House of Representatives, 1947–1949; elected Postmaster of the United States House of Representatives to the Eighty-first and to the succeeding Congress (January 3, 1949–January 3, 1953); death date unknown.
