Biography

FESS, Lehr, (son of Representative Simeon D. Fess), a Parliamentarian; born in Ada, Hardin County, Ohio, November 13, 1891; graduated from Antioch College, Yellow Springs, Ohio, 1911; graduated from National University Law School, Washington, D.C.; teacher at Piqua High School, 1912; principal, Hilliard High School; appointed Clerk at the Speaker’s Table of the United States House of Representatives for the Sixty-sixth and three succeeding Congresses (1919-1927); appointed Parliamentarian of the United States House of Representatives for the Sixty-Ninth and served in the succeeding Congress until his resignation on December 21, 1927 (1927); assistant U.S. attorney, 1929–1930; Ohio Common Pleas Judge, 1943–1945; appellate court judge for the sixth district of Ohio, 1945–1965; author; died August 15, 1965, in Toledo, Ohio.
