STEIGER, William Albert, a Representative from Wisconsin; born in Oshkosh, Winnebago County, Wis., May 15, 1938; attended Rose C. Swart Campus School and Oshkosh High School., Oshkosh, Wis.; B.S., University of Wisconsin, 1960; president, Steiger-Rathke Development Co.; member, board of directors, Oshkosh Motor Lodge, Inc.; chairman, College Service Committee, Young Republican National Federation, 1959-1961; assistant chief page, Republican National Convention, 1960; member of the Wisconsin state assembly, 1960-1967; delegate, Republican National Convention, 1968; elected as a Republican to the Ninetieth and to the six succeeding Congresses (January 3, 1967-December 4, 1978); reelected in 1978 to the Ninety Sixth Congress; died on December 4, 1978, in Washington, DC; interment in Lake View Memorial Park, Oshkosh, Wis.

The congressional office papers of William Albert Steiger contain correspondence to and from constituents, colleagues, and governmental agencies; working files on legislation supported or introduced by William Steiger; files on local grants and issues; press material and information; reference materials; and correspondent indexes. Brief personal files relate to his first term in Congress and to his prior career in the Wisconsin Assembly and as a leader in Republican student politics. The files are generally arranged by function or by subject, with indexes to individual correspondents. Documentation is extensive on a number of legislative initiatives with which William Steiger was connected: The Williams-Steiger Bill, which established OSHA, and the Steiger Amendment which reduced capital gains taxation in 1978. There are also files on the all-volunteer army of the post-Watergate era and congressional reform. Arising from his membership on the Education and Labor and the Ways and Means committees are files on his interest in manpower legislation and legal services for the poor. There are also substantial files of correspondence on issues which stirred general constituent interest during his term in office such as abortion, environment, Watergate and Vietnam. The press material includes press releases, newsletters (additional titles are available on microfilm in the SHSW Library), clippings, speeches, and statements. Extensively weeded case files primarily concern the Selective Service and Vietnamese immigration. A finding aid is available in the repository and online.
