After every congressional election, each state certifies its U.S. Representatives-elect. Following the November 1986 elections, Georgia’s governor signed this certificate of election and transmitted it to the Clerk of the House. It certified the election of Georgia’s delegation, including freshman Member
John Lewis, who went on to serve in the House until his death in 2020. The Clerk uses the certificates to determine a Member’s right to a congressional seat and to compile the roll of Members for each Congress.
