Leon Panetta chaired the House Budget Committee for four years before resigning in early 1993 to become President Bill Clinton’s director of the Office of Management and Budget. His California roots and district led to an interest in the Pacific Ocean and sponsorship of legislation to create the Monterey Bay National Marine Sanctuary.
