The Little Congress was a club patterned after the House, with similar officers and parliamentary procedures. It was founded in 1919 and originally composed of secretaries of Members who gathered weekly to debate pending legislative measures. This ribbon is probably from the organization’s annual gathering in 1936. By that time, the group had changed from a leisurely debating society to a powerful group able to garner national press attention.
