Leonor Sullivan was the first woman in Congress from Missouri and only the second woman to have her portrait included in the House’s collection. As Chairwoman of the Merchant Marine and Fisheries Committee, her accomplishments included establishment of a 200-mile coastal fisheries conservation zone. Her portrait is signed by the pseudonymous artist “C. J. Fox.” As court documents later showed, businessman Leo Fox solicited commissions under that name, when, in fact, the portraits were painted by Russian-born, New York artist Irving Resnikoff.
