Congressman Philip Campbell was born in Nova Scotia, Canada, and immigrated to Kansas when still a boy. He was first elected to the House in 1902 and spent the next two decades there. Campbell clashed with the Ku Klux Klan and railed against racist “Jim Crow” laws. In Congress, he chaired the powerful Rules Committee for four years.
