Texan Kika de la Garza began his congressional service in 1965 and retired from the House 32 years later. He spent 14 years as Chairman of the Agriculture Committee, championing the reorganization of agricultural lending and farm insurance systems. In 1976 de la Garza became one of the founding members of the Congressional Hispanic Caucus, which he chaired from 1989 to 1991.
