The turn of the 20th century brought photography to congressional reporting. This montage of images from 1899 capture the ways in which newspapers like Harper’s Weekly employed photographs not to illustrate but to substitute for articles. The largest image, of the swearing in of Members of the 56th Congress, leads a pictorial look at the Congress, with five other photographs illustrating major figures of that session.
