Passes to House sessions have been prized souvenirs for well over a century. Perhaps the lucky bearer of this example, T. J. Quigley, was interested in tax reform, since Congressman Julius Kahn gave it to him on the day of President Taft’s highly anticipated message to Congress on tariffs. Newspapers reported that Taft’s argument in favor of revising the Dingley Tariff “was received in the House with loud and prolonged applause from the Republicans.”
