Chairman of the Government Reform Committee for a single term, Bill Clinger turned to his home district when choosing an artist to mark his service on the committee. Jeffrey Martin, a fellow Pennsylvanian, attended the Art Students League in New York City and Pennsylvania State University. Penn State appears in the background of the painting, in the form of the University Park Airport, whose expansion was supported by Clinger.
