In her address to a Joint Meeting of Congress on April 3, 1952, Queen Juliana of the Netherlands praised the United States for its leadership during the post–World War II era and called for international cooperation for peace. “We cannot hope for better times unless mankind as a whole throws off its shackles—shackles of every kind—not only those of tyranny and totalitarianism but also those of self-interest, prejudice, lack of understanding, and lack of confidence,” she remarked. The queen was the second member of her family to address Congress. Her mother, Queen Wilhelmina spoke at a Joint Meeting in 1942, as did her daughter, Queen Beatrix, in 1982.
