Ways and Means Committee Chairman Sereno Payne was one of several House Members to appear in an unusual 1898 series of portraits made by Strohmeyer and Wyman. Portraits were not commonly produced as they did not necessarily benefit from the most valued characteristics of the stereo format—minute detail and the ability to show three-dimensional space.
