Missouri Congressman Dick Bolling, seen here in a committee meeting, served in the House for 34 years. As Chairman of the powerful Rules Committee, he fought to make the committee an instrument for the Speaker rather than exclusively for the Chairman, winning a victory to this end through a ruling that the Speaker would appoint the majority members. Bolling devoted his career to liberal causes and once said that the role he played in passage of the 1957 Civil Rights Act was his proudest congressional moment.
