A self-described Democrat “from the tip of my head to the bottom of my feet,” Lucien Blackwell was elected to represent west Philadelphia in the House in 1991. During his four years in Congress, he remained focused on the needs of working-class Americans, supporting the Clinton administration’s efforts to lift the country out of recession by reducing federal spending, and increasing taxes for the wealthy. When he died in 2003, his Philadelphia funeral drew 3,000 mourners.
