Veterans from Philadelphia presented a petition asking for full payment of certificates promised as compensation for service in World War I. The certificates were originally to be paid in 1945, but as the Great Depression worsened, many impoverished veterans demanded early payment. Congress ultimately voted to authorize the bonus payments in 1936.
