On September 21, 1939, President Franklin Roosevelt reconvened a recessed Congress to ask for repeal of the 1935 Neutrality Act. After fierce debate, Congress altered the act in November 1939 to re-open trade—on a cash-and-carry basis—with all countries at war and to lift the arms embargo. The Neutrality Act became obsolete when the United States entered World War II two years later.
