John Burns served as the Territorial Delegate for Hawaii from 1957 to 1960. In this photograph taken on the Capitol's steps early in his first term, he made sure that his goal of statehood for Hawaii was front and center. Often called the father of modern Hawaii, Burns was instrumental in making Hawaii the 50th state.
