Dubbed a second State of the Union address, President Nixon called a Joint Session of Congress on September 9, 1971, to clarify the economic plan he released a month earlier. He told the assembled Members he would not extend a 90-day wage-price freeze intended to check inflation and announced his goal of creating 100 million jobs by 1982.
