Representatives Luther Johnson (left) and James Wadsworth conferred on the House Floor during debate over the Neutrality Act in November 1939. The original Neutrality Act, passed in August 1935, was intended to establish the United States’ neutral position after World War I in an attempt to avoid the country’s involvement in another foreign war. Changes to the act in 1939 re-opened trade with countries at war and lifted an arms embargo.
