When the third and final session of the 55th Congress opened on December 5, 1898, resolution of the war with Spain was the prominent news of the day. The article accompanying this print, which shows eager spectators in the House Chamber Visitor’s Gallery, describes discussion of the dispensation of new territories involved in the pending treaty with Spain, particularly Puerto Rico and its fitness for statehood.
