Speaker Sam Rayburn congratulated Catherine D. Norrell after she took the oath of office as the newest Member from the Sixth District of Arkansas on April 25, 1961. Norrell won the special election to fill the vacancy caused by the death of her husband, William Norrell. She served only a single term before financial considerations and her district's reapportionment led her to abandon plans to run for reelection.
