As Congress got under way in 1903, Harper’s Weekly provided its readers with a handy, if entirely fictitious, photograph of notable women and men in Washington promenading next to the Capitol. The image was a composite constructed “from actual snap shots.” It accompanied an article on the soon-to-be-legendary new Speaker, Joe Cannon.
