This campaign button used a telephone dial’s image to reinforce Congressman Floyd Fithian’s availability to his constituents. Fithian’s “Action Line” was one of the first toll-free numbers used by a Member to communicate with constituents. According to newspaper reports from the first years of their use, about half the constituents called for help navigating the federal government’s bureaucracy. The remainder were divided between callers asking for information and registering opinions.
