Congressman Arthur Mitchell is shown leaving the White House after meeting with President Franklin Roosevelt to protest the dismissal of an African-American midshipman from the U.S. Naval Academy. The first African American elected to Congress as a Democrat, Mitchell served in the House from 1935 to 1943.
