Korean War veterans Raymond McNeil (left) and Harvey Moore (right) met with Speaker Sam Rayburn outside the House Gallery on April 4, 1951. In a rare floor speech earlier in the day, Rayburn told Members of communist troops massing in North Korea and warned of expansion to the war. At the time, Members were embroiled in a bitter debate over a universal military service bill.
