In 1899, Speaker David Henderson became Speaker of the 56th Congress. In this cartoon from Judge, he settles into the nest feathered by his predecessor, Thomas Brackett Reed. In Reed's six years as Speaker, he reorganized House practices and instituted an array of parliamentary changes known as “Reed’s Rules.” The rules made the Speakership a powerful office.
