Ray Madden ascended to the chairmanship of the Rules Committee at the age of 80, after 32 years in Congress. His portrait, unveiled in 1973, was painted by fellow Indiana resident William Sabol and includes the standard attributes of the U.S. and state flags, as well as a seldom-seen House seal, with its image of the Capitol as it appeared in the 1840s.
