Philip Campbell’s portrait honoring his service as Chairman of the Rules Committee was probably based on a 1920 miniature portrait by the same artist, Canadian Franklin Clark. Clark was known for his miniature and large-scale portraits through the 1920s. He studied at the Académie Julian in Paris under the tutelage of William-Adolphe Bouguereau before settling in the United States, ultimately in Washington.
