Representative Frances Bolton awarded the Purple Heart to fellow Ohioan Arthur Cassity during a 1944 trip to England. The primary purpose of her overseas visit was to inspect the military hospitals and nursing program she helped create through the Bolton Act in 1943. It established the U.S. Cadet Nurse Corps, which trained nurses in exchange for military service.
