Speaker Sam Rayburn and Majority Leader John McCormack reviewed a letter from President Franklin Roosevelt concerning proposed changes to the Neutrality Act. The president warned of the impact of congressional inaction on the Allies: “I am confident that it would not destroy their defense or morale, though it would weaken their position from the point of view of food and munitions.” On November 17, 1941, the Neutrality Act was repealed to re-open trade with all countries at war and to lift the arms embargo.
