The portrait of Budget Committee Chairman Jim Nussle is unusual in the House Collection, in that large areas of the canvas remain visible. A third of the surface is left unpainted, and the fluid handling of background paint reinforces the sense of action in the painting, which was unveiled just months after the subject completed his House service.
