This print illustrates the Appropriations Committee in session with Chairman Samuel Randall at the head of the table, on the left. The accompanying story provided a history of the committee, a comparison of the congressional appropriations process with that of the English Parliament, and commentary on the current composition of the committee. Harper’s also offered editorial comments on committee decisions, singling out the underfunded U.S. Custom houses that had to cut back “the service of valuable clerks because Congress thought they knew better than the Collectors how many employees were needed to conduct the public business.”
