The portrait of William Whittington was made at the time of his retirement from both Congress and his chairmanship of the Public Works and Transportation Committee. His fellow Mississippian Karl Wolfe painted the work in a light-suffused space, full of blues and greens so soft they resemble pastel more than oil paint. Wolfe studied at the Art Institute of Chicago and returned to Mississippi to paint and teach at Millsaps College and the Mississippi Art Colony.
