This cover illustration from the satirical magazine Puck shows three rustic-looking men huddled in a cave while tending a still, and the silhouette of an intruder sneaking up on them. The shadow is unmistakably President Teddy Roosevelt, and the three men in the cave are Speaker Joe Cannon, Senate Leader Nelson Aldrich, and Cannon’s close ally Representative John Dalzell. The Republicans in Congress were notoriously at odds with Roosevelt’s administration. The cask of “still legislation” could refer to the Congress’s obstruction—or bottling up—of the Executive’s plans.
