The appropriation to purchase the bust of Nicholas Longworth was authorized in 1932. Moses Dykaar, the Lithuanian-born artist, had recently completed a bust of Speaker Champ Clark as well as two busts of vice presidents for the Senate. Known for his naturalistic but economical style, the artist depicts Longworth looking sternly thoughtful, gazing into the distance.
