When his portrait was unveiled, Chairman Bill Thomas had just left his position on the Committee on House Administration to take up the gavel of the Ways and Means Committee. The ceremony feted Thomas as much for his new role as his former one. Artist Jeff Martin showed the Chairman before a window on the West Front of the Capitol, looking toward the Washington Monument in the distance. Martin, a native of New Jersey, studied at the Art Students League in New York City before settling in Pennsylvania.
