Artist Henry Cooper painted the portrait of Chairman Sam Friedel, the first painting made for the Committee on House Administration. The artist was born Gregor Kipermann in 1907 and he emigrated from Ukraine at the age of five. Cooper studied both music and painting, graduating from the Pennsylvania Academy of Fine Arts, and by the 1940s was working as a portrait artist and a successful cantor at synagogues in Philadelphia and Baltimore. His move to Maryland in the 1940s led to commissions from Baltimore patrons, including Chairman Friedel.
