A photograph of President John F. Kennedy with his brother Robert Kennedy anchors the background of James Howard’s portrait. Kennedy anchored Howard’s political career, too. In the early 1960s, Howard was inspired by the President’s example to enter public service as an elected official. He ultimately rose to lead the Public Works and Transportation Committee. This painting by Keith Mueller marks his chairmanship, showing Howard in a thoughtful pose.
