When Public Works Committee Chairman Charles Buckley chose an artist for his portrait, he turned to a fellow New Yorker, Oscar Gruber. Gruber was born in New York City and studied there at the Beaux Arts Institute of Design and National Academy of Design. His portrait presents Buckley with a skeptical, almost confrontational look, and indeed the Congressman was described as someone who “often sounded as angry as he looked.”
