In one of the earliest portraits of a Ways and Means Committee Chairman, Robert Onderdonk depicts fellow Texan Roger Mills as a determined man with a shrewd gaze. Onderdonk studied at the National Academy of Design in New York in the 1870s, and later at the Art Students League under William Merritt Chase. He moved to Texas after his studies, where he painted landscapes and portraits. The artist painted another portrait of Mills, which was presented to the Texas House of Representatives, in 1903.
