Reported as a “new art work in the Capitol” in 1921, Claude Kitchin’s chairman portrait is the second painting by Freeman Thorp acquired by the Ways and Means Committee. Thorp received a number of commissions from the House of Representatives, giving some credence to the unsubstantiated tale—published in Charles Fairman’s Art and Artists of the Capitol—that he had a rooftop studio in the Capitol.
