Ways and Means Committee Chairman Harold Knutson’s portrait follows the format of a seated, half-length image frequently seen in paintings of the period. British-born artist Thomas Stephens, however, mitigated the potential stiffness and formality of that convention with a relaxed pose and friendly expression. Stephens was a well-known portrait artist in official circles, earning several commissions from within the Eisenhower administration.
