The portrait of Education and the Workforce Committee Chairman Bill Goodling was unveiled near the end of the subject’s six years at the post. The gavel is present in Goodling’s portrait, along with legal volumes and an American flag in the background. By the turn of the 21st century, these three elements were common notes in committee portraits, striking a chord of authority, legislation, and patriotism.
